MANDATE

The office for Agricultural Services is responsible for the formulation development of plans and strategies for agricultural programs and projects and its implementation upon the approval of the Local Chief Executive geared towards agricultural productivity and profitability.

  • Formulate measures for the approval of the Sangguniang Bayan and provide technical assistance and support to the Municipal Mayor in carrying out said measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services as provided in Rule V of the IRR of RA 7160.

  • Develop plans and strategies on agricultural programs and projects and implement upon approval thereof by the Municipal Mayor.

  • Ensure that maximum assistance and access to resources in the production, processing and marketing of agricultural products are extended to farmers and local entrepreneurs.

  • Conduct or cause to be conducted location-specific agricultural researches and assist in making available the appropriate technology arising out of, and disseminate information on, basic research on crops, prevention and control of plant diseases and pests, and other agricultural matters which will maximize productivity.

  • Assist the Municipal Mayor in the establishment and extension services of demonstration farms.

  • Enforce rules and regulations relating to agriculture.

  • Coordinate with NGAs and NGOs which promote agricultural productivity through appropriate technology compatible with environmental integrity.

  • Be in the frontline of delivery of basic agricultural services, particularly those needed for the survival of the inhabitants during and in the aftermath of man-made and natural disasters

  • Recommend to the Sangguniang Bayan and advise the Municipal Mayor on all other matters related to agriculture which will improve the livelihood and living conditions of the inhabitants.

  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Provision of Discounted High-Quality Seeds of Rice (Registered/Certified Seeds)

The office provides farmers with discounted high-quality seeds of rice (50% discount per bag).

Provision of Urea Fertilizer to Rice Farmers

The office regularly provides 1 bag (25 kg) urea fertilizer for each farmer who has planted rice per cropping season.

Distribution of Corn Seeds, Vegetable Seeds and Different Seedlings

This particular service is about the distribution of corn seeds, vegetable seeds and different seedlings to all sectors who want to engage in backyard gardening for home consumption and added income.

Provision of Seeds/Seedlings and Fertilizer to Rice, Corn and High Value Crops Farmers (DA Programs/Projects)

The Office for Agricultural Services implements national programs and projects of the Department of Agriculture thru the Regional and Provincial Offices under the different Banner Programs.  The program provides seeds/seedlings, inorganic/organic fertilizers to farmers depending on the program scheme.

Provision of Coconut Seedlings and SALT Fertilizer

The Office for Agricultural Services, in partnership with Philippine Coconut Authority, provides coconut seedlings and SALT fertilizer to coconut farmers.

Provision of Fertilizer Recommendation thru Rice Crop Manager (RCM) for Rice Farmers


Rice Crop Manager (RCM) is a comprehensive decision tool to help farmers increase farm yield thru right timing and use fertilizer. RCM recommendations are provided by the Office for Agricultural Services to rice farmers to guide them in proper fertilization.

Issuance of Farmer Certification

The Office for Agricultural Services issues certification to clients such as farmers, livestock and poultry raisers, rural youth, farmer associations and organizations, and the like as to what purpose it may serve them.

Issuance of Certification (Farm Suitability and Unproductive Fruit Trees)

The Office for Agricultural Services issues certification for farm suitability and unproductive fruit trees to clients such as farm owners of crop, livestock and poultry as to what purpose it may serve them.

Issuance of Endorsement for Requests and Resolutions

The Office for Agricultural Services issues endorsement to clients’ requests and resolutions such as farmers, livestock and poultry raisers, rural youth, farmer associations and organizations, and the like as to what purpose it may serve them.

Rental of Farm Tractor

The Office for Agricultural Services provides farmers with rental of farm tractor on a “first come, first serve” basis.

Provision of Animal Vaccination Services

The office conducts vaccination of animals for cattle, carabao, dogs and cats so as to prevent and control the occurrence/spread of animal diseases.

Provision of Other Veterinary Services

The office provides other veterinary services such as fecal collection and deworming of large animals, castration of piglets and blood collection on poultry.

Issuance of Trader’s Pass

As part of the disease prevention program, the Office for Agricultural Services issues Trader’s Pass to all haulers of hog, poultry and poultry products transporting their stocks outside the municipality.

Provision of Consultation Services on Crop Production

Technical assistance is being provided to clients to help increase farm income. The technical assistance includes the following: crop management practices such as pest and diseases management, nutrient and water management and post-harvest management.

Provision of Technical/Extension Services(Farmers’ Meeting, Classes, Seminars)

The office may provide extension services such as farmers’ meeting, classes and seminars whenever necessary and allowed by the LGU.  The office aims to improve the living conditions of our farmers thru increased production and farm income.

Registration of Farmers under Registry System for Basic Sectors in Agriculture (RSBSA)

The office conducts updating of farmers’ registry using the Registry System for Basic Sectors in Agriculture (RSBSA) form.  Information and profile of farmers are gathered to create a database of farmers in the municipality.

Provision of Crop and Livestock Insurance (PCIC) for Farmers and Livestock/Poultry Raisers

The Office for Agricultural Services, in partnership with the Philippine Crop Insurance Corporation (PCIC), provides insurance protection to farmers against losses arising from natural calamities, plant/animal diseases and pest infestations for their crops and livestock/poultry.

Provision of PCIC Claims for Indemnity for Farmers and Livestock/Poultry Raisers

The Office for Agricultural Services, in partnership with the Philippine Crop Insurance Corporation (PCIC), provides assistance to farmers and livestock/poultry raisers in claims for indemnity against losses arising from natural calamities, plant/animal diseases and pest infestations for their crops and livestock/poultry.

Organization and Capability Building of Farmers, Women, and Youth

The office may organize community groups/associations and provide them trainings/seminars to empower them and give legal personality, if necessary and allowed by the LGU.

Provision of Cooperative Loans and Livelihood Projects

The Office for Agricultural Services provides assistance to cooperatives thru Municipal Cooperative Loan Program.  The office also provides livelihood projects to rural based organizations

Provision of Agricultural and Animal Population Datas

Being one of the lead agencies of the national government, the Office for Agricultural Services provides agricultural and animal population for other coordinating agencies and private agri-business entrepreneurs.

How to send feedback

Answer the client feedback form and place it in the designated box in front of the Office for Agricultural Services.

How feedbacks are processed

Every Friday, 1 OAS staff collects, compiles and records all the feedback submitted.


Feedback requiring answers are forwarded to the Head of Office, who will then require the concerned personnel to answer within three (3) days of the receipt of the feedback. 


The answer of the office is then relayed to the citizen.

How to file a complaint

Answer the client Complaint Form and place it in the designated box in front of the Office for Agricultural Services.


Complaints can also be filed via telephone. Make sure to provide the following information: 

  • Name of the person being complained 

  • Incident

  • Evidence

How complaints are processed

The OAS staff designated as the Complaints Officer opens the box on a daily basis and evaluates each complaint.


Upon evaluation, the Complaints Officer shall start the investigation and forward the complaint to the Head of Office, who will then require the concerned personnel for his/her explanation.


The Complaints Officer will create a report after the investigation and shall submit it to the Head of Agency for appropriate action.


The Complaints Officer will give feedback to the client.

What are the requirements to register to the Registry System for Basic Sectors in Agriculture (RSBSA)?

The documentary requirements upon registration in the RSBSA are:

  1. Accomplished RSBSA enrollment form;

  2. Photocopy of any valid government card with ID number;

  3. Proof of ownership of land for farm owners, proof of tenancy for tenants, and proof of agreement for lessees. The following ownership documents are advised:

     - Certificate of Land Transfer

     - Emancipation Patent

     - Individual Certificate of Land Ownership Award (CLOA)

    - Collective CLOA

    - Co-ownership CLOA

    - Agricultural sales patent

    - Homestead patent

    - Free Patent

    - Certificate of Title or Regular Title
